Russian parliament passes law banning ‘LGBT propaganda’ among adults

MOSCOW, Nov 24 (Reuters) – Russia’s parliament approved on Thursday a bill that widens a prohibition of “LGBT propaganda” and restricts the “demonstration” of LGBT behaviour, making any expression of an LGBT lifestyle almost impossible.
Under the new law, which still needs the approval of the upper house of parliament and President Vladimir Putin, any action or information that is considered an attempt to promote homosexuality – whether in public, online, or in films, books or advertising – could incur a heavy fine.
Previously, the law had outlawed only promotion of LGBT lifestyles aimed at children. The new bill also bans the “demonstration” of LGBT behaviour to children.
Lawmakers say they are defending traditional values of the “Russian world” against a liberal West they say is determined to destroy them – an argument also increasingly being used by officials as one of the justifications for Russia’s military campaign in Ukraine.
Authorities have already used the existing law to stop gay pride marches and detain gay rights activists. Rights groups say the new law is intended to drive so-called “non-traditional” LGBT lifestyles practised by lesbians, gay men, bisexuals and transgender people out of public life altogether.
‘HYBRID WARFARE’
“LGBT today is an element of hybrid warfare and in this hybrid warfare we must protect our values, our society and our children,” Alexander Khinstein, one of the bill’s architects, said last month.
Legal experts said the vagueness of the bill’s language gives room for law enforcers to interpret them as broadly as they wish, leaving members of the LGBT community in a state of even greater uncertainty.
Kseniya Mikhailova of the LGBT support group Vykhod (“Coming Out”) said adults-only gay bars or clubs would probably still be allowed to function, although perhaps not to advertise, but that same-sex kissing in public might be taken as an infraction.
And she said same-sex couples would begin to fear that their children might be taken from them on the grounds that they were having an LGBT lifestyle demonstrated to them.
The law stipulates fines of up to 400,000 roubles ($6,600) for individuals and up to 5 million roubles ($82,100) for legal entities. Foreigners could face 15 days of arrest and subsequent expulsion.
Mikhailova said the original ban nine years ago on LGBT “propaganda” towards minors had triggered a wave of attacks on the LGBT community, and that it could now expect a “tsunami” because the amendment in effect “says the state is not against violence towards LGBT people”.
Political scientist Ekaterina Schulmann said the law aimed to prohibit anything that showed LGBT relations or inclinations to be “socially acceptable” or “equal to so-called traditional family relations or sexual relations”.
“People – authors, publishers, just people – will think twice before even mentioning anything related to LGBT,” she said in an interview from Cologne, Germany.
Schulmann said the bill was also a “huge win” for the communications regulator, Roskomnadzor, which had already “assumed the powers of a political police” and now had the authority and responsibility to monitor all kinds of information in search of LGBT propaganda.
The video-sharing app TikTok was fined 3 million roubles last month for promoting “videos with LGBT themes”, while Russia’s media regulator asked publishing houses to look at withdrawing all books containing “LGBT propaganda” from sale.

I recommend reading the linked article. I did and it has some good information. But the idea of the shooter being non-binary is nonsense. I normally allow people to state their gender and their sexuality, but in this case all evidence of this person’s past including all their writings and social media shows he hated LGBTQI+. His family was maga, his grandfather ultra maga. Sorry this is another case of trolling. The defence wants to mute the hate claim so they claim he was a member of the community so how could it be a hate crime. But he really never was part of the community was he. Did he march in support, write in support of the community on social media, did he fly pride or trans flags? No he instead spewed hate and vitriol on the community. I read a story once where a person killed their parents, and then asked the court for mercy because they were an orphan. It really doesn’t matter if he was non-binary. He killed 5 people who shouldn’t have died that he had no right to pronounce death to, he injured so many more that now have high medical bills they are struggling to pay that he is not paying for. It doesn’t matter if he is non-binary what matters is what he did and what it cost others. That said a lot of complaints and issue in the LGBTQI+ community is that the media is agreeing to use the lawyers claim of they / them pronouns. Stop it now, the complainers are wrong. Yes it is a scam, an attempt to avoid the hate charges that increase the penalties. It doesn’t matter that the media honors how he wants to be identified. It is important that the media and the authorities honor those requests, those different gender identifications. How often do we as the LGBTQI+ community get rightfully angry over police not honoring the gender identity of suspects or prisoners? We legitimately do. We can point out it is a dodge and an attempt to avoid punishment for what he did, but we can still honor the request. it doesn’t change what he did. Hugs
A recent neighbor of Club Q shooting suspect Anderson Lee Aldrich said he spent hours talking to the FBI on Tuesday morning. He told investigators the suspect made several hateful comments toward the LGBTQ community. “Just expressed he didn’t like the LGBTQ community,” said Xavier Kraus, who lived across the hallway from Aldrich. “And pretty sure at one point he expressed he hated the LGBTQ community, he hated gays.”
“This is not the type of person I would take around my gay friends,” he said. Kraus said he and Aldrich became close friends last year. They bonded over tech and video games. According to Kraus, Aldrich and their mom moved into the apartment building in August 2021, which was shortly after deputies in El Paso County arrested Aldrich on multiple felonies.
According to a just-aired report on CNN, Kraus says Aldrich never mentioned being nonbinary in their times together.
In the video below, Aldrich’s biological father, a former porn actor, claims that Aldrich’s mother told him in 2016 that Aldrich had committed suicide. As CNN has extensively documented, Aldrich’s mother has had a hosts of arrests related to arson and substance abuse.
The cynicism of Anderson Aldrich’s legal team to toss the “non-binary” label out there for sympathy is, legally-speaking, every bit as ugly as the crime itself because it mocks the dead and everything they stood for.

These religious groups are terrified that same sex marriage will be codified into law as they see their goal of getting it overturned at the supreme court. We have had legal same sex marriage / marriage equality in the US since 2015 which is by my math today been 7 years without any of the horrors they promised happening. But more than that same sex marriage has been legal in other countries for over 20 years now. I think the real reason they are desperate to stop the legal same sex marriage / marriage equality is it gives a lie to their view of their holy book and the power of their god. If it was truly such an abomination and so hated by the supreme most powerful being in the universe and yet he doesn’t do anything to stop it or prevent it, it makes their god look very weak. I really do not understand why this issue matters so much to them and why they try so hard to stop it. I don’t care about straight couples and their marriages because it doesn’t affect me at all. Why would my marriage, which is in reality a civil legal contract between adults be of any interest to these straight guys? Maybe other people can figure it out. The Heritage Foundation, a conservative think tank, is spending more than $1 million to run advertisements during the Thanksgiving weekend NFL and college football games to warn Americans that the new Respect for Marriage Act will “expose religious schools and nonprofits to lawsuits,” Fox News Digital reported. It is the biggest campaign the Heritage Foundation has ever launched.
The Respect for Marriage Act’s final vote in the Senate is scheduled for Monday, which, if passed, will codify the right to same-sex marriage. “America’s religious liberty is under attack with this impending vote in the Senate,” Heritage Foundation President Kevin Roberts said. “This legislation does not add one additional benefit to same-sex couples in the United States; it’s an attack that sets the stage to take rights away from people of faith.”
