The Grand Jury hands down an indictment, it’s up to a judge to either issue an arrest warrant or merely cite him into court, as if it were a traffic ticket.
Law Enforcement coordinates response accordingly; may or may not ‘go looking for him’, could ‘wait till you see him’.
