Hi Judy. No I am not surprised. Stephen Miller is driven by racism from his teen years forward. He is consumed by ways to hurt brown and black people. He wants even legal immigrants gone from the country. He wants to hurt brown people, so what better way than taking away their ability to make a living independently? This hurts the blue states and hurts brown people, which is a win for Miller. tRump gets to crow about how powerful he is and get revenge on states that did not vote for him at the same time. Hurting people seems to be a driving force in this administration. Hugs
