Hi Susan. Yes it is the same as people having to say allegedly when talking about someone maybe committing a crime everyone knows they did until they are convicted. Otherwise they can be sued. So until Israel is tried in a court, they have to use language like may have or allegedly. I just read a story on my phone that Israeli soldiers tied an injured Palestinian man to the hood of their jeep and drove through a town and surrounding area passing two ambulances. They treated this man like a trophy kill, like a deer killed by hunters who put the kill on the hood to show it off. Bastards. Hugs. Scottie
