The American people cannot understand why this administration is fighting so hard to prevent correcting its own mistake and returning this resident to the USA. Given the notorious nature of the prison, an intentional choice by this administration, one can only conclude that Mr. Garcia has been killed and the administration is engaging in a coverup.

As a bare minimum, if he is alive, the administration is afraid of his return, because he will be able to truthfully testify to conditions of his illegal deportation and subsequent actions by the prison that the US contracted with to house US detainees.
