A day after an Immigration and Customs Enforcement officer shot and killed 37-year-old mother of three Renee Good as she tried to drive away on a snowy Minneapolis street, tensions remained high, with dozens of protesters venting their outrage outside of a federal facility that’s serving as a hub for the Trump administration’s latest immigration crackdown on a major city.
Homeland Security Secretary Kristi Noem has not publicly identified the officer who shot Good. But she spoke of an incident last June in which the same officer was injured when he was dragged by another driver’s fleeing vehicle. A Homeland Security spokesperson confirmed Noem was referring to an incident in Bloomington, Minnesota.
Court records from that case identify the officer who was dragged and injured as Jonathan Ross.
Court documents say Ross got his arm stuck in a vehicle’s window as a driver fled arrest in Bloomington, Minnesota. The officer was dragged 100 yards (91 meters) and cuts to his arm required 50 stitches.
The Associated Press wasn’t immediately able to locate a phone number or address for Ross, and ICE no longer has a union that might comment on his behalf.
Here’s what we know:
Videos of the shooting:Footage shows an officer approaching an SUV stopped across the middle of the road, demanding the driver open the door and grabbing the handle. The Honda Pilot begins to pull forward, and a different ICE officer standing in front of it pulls his weapon and immediately fires at least two shots at close range, jumping back as the vehicle moves toward him. It is unclear from the videos whether the vehicle makes contact with the officer, and there is no indication of whether the woman had interactions with ICE agents earlier. After the shooting, the SUV speeds into two cars parked on a curb before crashing to a stop.
Renee Good: She was a U.S. citizen born in Colorado and appears to have never been charged with anything beyond a traffic ticket. In social media accounts, Macklin Good described herself as a “poet and writer and wife and mom.” Public records show she had recently lived in Kansas City, Missouri, where she and another woman with the same home address had started a business last year called B. Good Handywork. Trump administration officials painted Good as a domestic terrorist who had attempted to ram federal agents with her car.
Who will investigate? The Minnesota agency that investigates officer-involved shootings said it was informed Thursday that the FBI and U.S. Justice Department would not work with the agency, effectively ending any role for the state to determine if crimes were committed. Noem said the state has no jurisdiction. Gov. Tim Walz pushed back against the Trump administration’s decision to keep the investigation solely in federal hands, emphasizing that it would be “very, very difficult for Minnesotans” to accept that an investigation that excludes the state could be fair. Mary Moriarty, the prosecutor in Hennepin County, which includes Minneapolis, said her office is “exploring all options” to determine if a state investigation can proceed.
The middle of the video shows the ICE thug not giving the woman time to do as ordered. She was told to move her car and leave she was trying but got cut off by another auto, the ICE thug grabbed the door handle as she was starting to pull out and he already had his gun out. He stuck the gun into the open window and shot her point blank. He was in no danger as he was beside the car not in front of it. When Ron saw the video as I was watching the show on the kitchen TV while doing dishes and he broke down in tears over it. I was also very upset. Gang thugs rampaging in cities with no restraint on what they are allowed to do. These are gang members, militia members, and Jan 6th insurrectionists. They are Stephen Millers brownshirts and Gestapo. You know Miller the guy who said on national TV that the president must never be questioned and is a white supremacist Jewish Nazi. The man was found with his hands and feet tied behind his back. That is what hog tied means. Please explain to me how he could then put a noose around his neck and hang himself? Chaofeng Ge died four days after entering ICE custody in Pennsylvania on August 5, with an agency report stating he was found by agents with “a cloth ligature around his neck”.
“I am devasted by the loss of my brother and by the knowledge that he was suffering so greatly in that detention center,” Yanfeng Ge, the brother of Chaofeng, said in a statement shared with Newsweek. “He did not deserve to be treated that way. I want justice for my brother, answers as to how this could have happened, and accountability for those responsible for his death.”

What To Know
Ge, 32, arrived at the U.S.-Mexico border near Tecate, California, on November 22, 2023, and was arrested by the Border Patrol for unlawful entry. Officers released him into the U.S. with a Notice to Appear for a hearing at a later date.
The records from ICE went quiet for over a year before agents encountered Ge in Lower Paxton Township, Pennsylvania, in January 2025. He was accused of accessing a device issued to another who did not authorize its use, conspiracy – accessing a device issued to another who did not authorize use, theft by deception—false impression, conspiracy—theft by deception, criminal use of a communication facility, and unlawful use of a computer—access to disrupt function.
Ge, who lived in Queens, New York, was convicted of the first two of these charges by the Court of Common Pleas in Dauphin County, Pennsylvania, on July 31, and he was sentenced to six to 12 months with credit for time served, so he was released from local custody and ICE agents detained him.
ICE is required to issue reports on all deaths within its custody, including Ge’s. The report states he was assessed with the help of a Mandarin interpreter on August 1, when he denied any past medical or mental health issues.
Four days later, on August 5 at around 5:20 a.m., officers at the Moshannon Valley Processing Center (MVPC) in Philipsburg say they found him in a shower stall with the cloth around his neck. Despite getting him onto the ground and attempting lifesaving measures, including CPR, Ge was pronounced dead roughly 40 minutes later.
For Ge’s family, this does not answer all their questions, and they have filed a lawsuit against the Department of Homeland Security in the Southern District of New York.
An autopsy report seen by Newsweek showed Ge was found tied with a bedsheet, with linens around his wrists and ankles in what the report described as a “hog-tied” position. The medical examiner noted that there had been other reported incidents of people who had hung themselves having done something similar, and that there were no obvious defense wounds.
These details were also laid out in the criminal complaint filed by the family’s attorney, David Rankin, a partner at Beldock Levine & Hoffman LLP in New York City. The complaint alleges that ICE denied Ge the mental health care he needed and ignored requests for more details on the conditions at the MVPC.
Newsweek asked DHS whether Ge had been tied up and whether it was cooperating with the lawsuit filed in New York. Assistant Secretary Tricia McLaughlin did not answer these questions, but repeated similar messaging on detention deaths: that ICE takes each one seriously and thoroughly investigates them all.
What People Are Saying
David B. Rankin, the family’s attorney, in a statement to Newsweek: “It is truly mystifying how any detention facility can let someone leave their room, create three nooses and then hang themselves without anyone knowing. What’s worse is the lack of mental health care which could have prevented this tragedy. Mr. Ge’s death represents a totally failure on the part of the GeoGroup and the DHS.”
DHS Assistant Secretary Tricia McLaughlin, in a statement to Newsweek: “Chaofeng Ge passed away at the Moshannon Valley Processing Center. All in-custody deaths are tragic, taken seriously, and are thoroughly investigated by law enforcement. ICE takes its commitment to promoting safe, secure, humane environments for those in our custody very seriously.”

The lawsuit is asking for a judge to force DHS and ICE to release the details on Ge’s case.

ICE agents violently restrained a woman in Minneapolis on Monday, dragging her through the snow and pinning her face down as onlookers shouted that the woman was pregnant.
During what was supposed to be a “targeted vehicle stop,” according to ICE officials, protesters swarmed the agents. Esme Murphy, a WCCO reporter, was on the scene, where she saw ICE holding a woman on the ground.
“Please let her go! She’s pregnant!” one onlooker shouted.
“Get her off of her fucking stomach,” another said.
In response to this, one agent fired a Taser into the crowd. “Who wants more?” he taunted, according to WCCO.
“We kept yelling, ‘She is pregnant, she’s pregnant,’” resident Tonika Deutch told Murphy. “They put their knees on her. We kept telling them, ‘She can’t breathe, let her up, let her up.’”
The woman was then dragged by one arm, as the crowd continued to yell and plead with the ICE agents. Bystanders threw snowballs, and ICE agents fired pepper spray into the crowd—hitting Murphy, the reporter, as well as her photographer.
ICE called the Minneapolis Police Department for backup. Once they arrived, the officers determined there was “no violence occurring” against the agents. “We have been training our officers for the last five years very, very intensely on de-escalation, but unfortunately that is … often not what we are seeing from other agencies in the city,” Minneapolis Police Chief Brian O’Hara told WCCO.
According to ICE, they succeeded in arresting the targets of their operation: a young Ecuadorian couple who were abducted from their car, its windows shattered by agents. The woman is currently in custody in Illinois, and it’s not known where her husband is being held. Two U.S. citizens were also arrested for assaulting federal officers, according to CBS.

Rep. Robert Garcia (D-CA) confronted Homeland Security Secretary Kristi Noem about the administration sending a gay man to a prison camp in El Salvador and not even knowing if he’s still alive. Noem said that it wasn’t her problem.
Noem, who has bragged in the past about shooting her dog to death, appeared before the House Homeland Security Committee for a hearing yesterday, where Garcia asked her about Andry Hernandez Romero, a gay hair dresser from Venezuela who came to the U.S. legally to escape anti-LGBTQ+ violence and who was sent to the CECOT camp in El Salvador, which is known for torturing inmates, earlier this year.
The administration, which sent immigrants to the CECOT without letting courts determine if they were in the country illegally or if they had committed any crimes, has refused to try to bring anyone back from the camp.
“Would you commit to just letting his mother know – as a mother-to-mother – if Andry is alive?” Garcia asked Noem. “He was given an asylum appointment by the United States government. We gave him an appointment, we said, Andry, come to the border at this time and claim asylum, he was taken to a foreign prison in El Salvador.”
“His mother just wants to know if he’s alive. Can we check and do a wellness check on him?”
Noem said she doesn’t “know the specifics” of Hernandez Romero’s case but said that since he’s in El Salvador, Garcia should be asking El Salvador’s government about him.
“This isn’t under my jurisdiction,” Noem said.
Garcia reminded her that she said that the Salvadoran prison is a “tool in our toolkit” for fighting crime.
“You and the president have the ability to check that Andry is alive and not being harmed,” he said. “Would you commit into at least looking and asking El Salvador if he is alive?”
“This is a question that is best asked to the president and the government of El Salvador,” Noem responded drily.
Hernandez Romero is a Venezuelan immigrant who trekked to the U.S. and entered legally last year at San Diego. There, he asked for asylum, saying that he was being targeted in Venezuela for being gay and due to his political beliefs. He was held in a CoreCivic detention center, where he was screened by Charles Cross Jr.
“The government had found that his threats against him were credible and that he had a real probability of winning an asylum claim,” his lawyer, Lindsay Toczylowski, said.
In March, he, along with over 200 other immigrants, was taken in shackles to the CECOT camp in El Salvador. Even his lawyer said she didn’t know what happened to him until he was gone and missed a hearing in his immigration case.
In a video from the CECOT, Hernandez Romero could be heard saying, “I’m not a gang member. I’m gay. I’m a stylist,” as he was slapped and had his head shaved.
It was later revealed that the evidence Immigration and Customs Enforcement (ICE) had against Hernandez Romero was his tattoos, which came from a report from the contractor CoreCivic, specifically from former police officer Charles Cross Jr., who lost his job with the Milwaukee police after he drunkenly crashed into a house and allegedly committed fraud. His name was subsequently added to the Brady List, a list of police officers who are considered non-credible for providing legal testimony in Milwaukee County.
Cross claimed that Hernandez Romero had crown tattoos associated with a gang. The tattoos are labeled “Mom” and “Dad” and are common symbols associated with his hometown of Capacho, Venezuela. Capacho is known for its elaborate festival for Three Kings Day, and a childhood friend, Reina Cardenas, told NBC News that it was that festival that awakened Hernandez Romero’s desire to be an artist.
“Andry dedicated his life to arts and culture, and he worked hard to better his craft,” Cardenas said.

A same-sex female couple in Pennsylvania is suffering through a “Kafkaesque nightmare” after one of the women was detained by Immigration and Customs Enforcement (ICE) when she showed up for a regularly scheduled immigration check-in.
ICE agents detained her and shipped her to a detention center in California.
Xiomara Suarez, 28, arrived in the U.S. in 2022 seeking asylum after fleeing Peru, where she was stalked and endured a violent sexual assault based on her sexual orientation. In a sworn declaration to U.S. Citizenship and Immigration Services officials reviewed by Advocate, Suarez said Peruvian police refused to acknowledge her complaints or offer protection, and she feared for her life.
Suarez was admitted to the U.S. on “parole” as her request for permanent status was processed.
In February, Suarez married her then-girlfriend, Grazi Chiosque, 29, an American citizen. The couple hoped to adjust Suarez’s immigration status and smooth the way for her to obtain a green card. They filed the required documents in May.
Before that request was processed, however, Suarez was swept up in a wave of detentions by ICE at courthouses targeting immigrants scheduled for hearings — only to be arrested and shipped to detention centers despite their legal non-criminal status.
Suarez was now one of them.
Chiosque says her wife is enduring degrading and isolating conditions at the Adelanto ICE detention facility in Southern California, where she’s been detained since September.
“There’s mold in the food,” Chiosque said. “You don’t have any privacy.”
“She was put into shackles,” Suarez’s wife added. “She told me that crying because it really made her feel like she did something that was wrong, and she didn’t.”
Far from expediting Suarez’s immigration status, the couple’s decision to marry may have only complicated Suarez’s legal claim.
Earlier this month, she was scheduled for back-to-back appearances with government officials. The first was with U.S. Citizenship and Immigration Services to adjudicate her spousal petition. The second was before an immigration judge related to her detention and status in the country.
Chiosque flew from Pennsylvania to help Suarez through the process.
At the first appointment, a supervisor with Citizenship and Immigration Services told Chiosque, referring to her wife, “USCIS does not have jurisdiction because she’s detained.”
“The immigration judge would have to adjudicate on both,” Chiosque was told.
But at that hearing, the explanation flipped, Chiosque said.
“‘No, I don’t have jurisdiction on the I-130,” the judge told Suarez, referring to her spousal petition. “There’s nothing I can do.”
“If USCIS does not want to give you an interview,” he added, “contact your congressman.”
The couple had hoped their marriage claim would help expedite Suarez’s permanent residency. Now it was keeping her behind bars.
“USCIS says it’s not them because she’s detained. And the judge says it’s not them, it’s USCIS,” Chiosque said.
Suarez was returned to detention. Her next immigration hearing is scheduled for January 28.
The couple’s legal limbo is indicative of a broader, and intentional, pattern by ICE and the Trump administration, said Álvaro M. Huerta, director of litigation and advocacy at the Immigrant Defenders Law Center.
“This administration is separating and trapping families like Xiomara and Grazielli in a Kafkaesque nightmare, with the clear intention of making life so unbearable that they abandon all hope,” Huerta said. “It’s not only a policy failure, but also a betrayal of LGBTQ immigrant families who deserve dignity, safety, and the chance to thrive.”
“It feels like we’re begging,” said Chiosque, whose wife sits in detention a continent away.
